For decades, the Indian Space Research Organisation represented something larger than rockets, satellites and spectacular images from distant planets. ISRO was one of independent India’s most powerful demonstrations of what a publicly funded scientific institution could achieve. It was built not on the enormous financial resources available to the world’s wealthiest space agencies, but on scientific ingenuity, institutional commitment and the willingness of generations of scientists and engineers to work for a national project larger than individual ambition.
That is why reports that more than a hundred scientists and engineers have resigned or opted for voluntary retirement in recent times should not be dismissed as an ordinary matter of employee turnover. People leave institutions; that is natural. But when experienced scientific and technical personnel begin leaving a strategic national institution in significant numbers, the question is not simply whether vacancies can be filled. The deeper question is whether India is allowing years of accumulated scientific knowledge and experience to walk out of the door.
The explanation offered for this growing exodus is revealing. India’s expanding private space sector is creating opportunities that did not exist a few years ago. Start-ups and private companies can offer higher salaries, quicker promotions and working environments that are less constrained by the rigid hierarchies of government institutions. For young scientists and engineers, the attraction is obvious. A talented professional who sees limited opportunities for advancement within ISRO may naturally ask why loyalty to a public institution should come at the cost of personal and professional growth.
But it would be too convenient to blame the private sector alone. The emergence of private space enterprises is not necessarily a problem. Scientific innovation can flourish through collaboration between public institutions and private industry. The problem arises when the State opens up a sector to private capital without simultaneously ensuring that the public institution which created the country’s scientific capacity remains attractive, adequately staffed and capable of retaining its most experienced people.
This is where the issue becomes political.
ISRO did not emerge from the private sector. It was painstakingly built with public money and public commitment. Its scientists created capabilities that private companies are now able to enter and utilise. If the public institution bears the burden of training talent and developing the country’s scientific infrastructure, while the private sector is allowed to attract that same talent with better salaries and conditions, the result could be a slow transfer of publicly created knowledge and expertise into private hands.
There is another uncomfortable dimension to the story. ISRO’s reputation has often rested on the extraordinary dedication of its scientists. But dedication cannot become a permanent substitute for humane working conditions. The pressure associated with major national missions, particularly projects as demanding as the Gaganyaan human spaceflight programme, is immense. Strict deadlines, high expectations and the knowledge that failure can become a national embarrassment create an environment of extraordinary professional stress.
There is, of course, a certain romance surrounding the image of the Indian scientist working late into the night to launch a rocket or rescue a mission from failure. But a nation cannot endlessly celebrate sacrifice while ignoring exhaustion. Burnout is not evidence of patriotism. Nor should scientists be expected to prove their commitment to the country by accepting conditions that offer slower career progression, inadequate compensation or relentless pressure.
The response of the government and the Department of Space raises an even more troubling question. Instead of addressing the reasons why scientists are leaving, the authorities have reportedly tightened the procedures governing resignation and voluntary retirement. The authority of individual centres to deal with such applications has been curtailed, with cases involving scientific and technical personnel being routed to the Department of Space for higher-level scrutiny, particularly where strategically important missions could be affected.
One understands the concern. A project like Gaganyaan cannot afford to lose key personnel at a critical moment. Complex scientific missions depend upon specialised knowledge, and replacing an experienced scientist is not like filling an ordinary administrative vacancy.
But there is a danger in treating the scientist as someone who must simply be retained because the mission needs him or her.
A government can make resignation more difficult. It can introduce additional layers of approval. It can delay decisions and insist that critical projects must be protected. What it cannot do is manufacture commitment through administrative control. If the underlying reasons for dissatisfaction remain untouched, tighter rules may only create resentment.
The real answer to a talent exodus is not to build higher bureaucratic walls around those who want to leave. It is to make them want to stay.
That requires an honest reassessment of how India treats its scientific community. Career advancement cannot remain trapped in outdated bureaucratic structures. Scientists and engineers working at the frontiers of space technology cannot be expected to wait indefinitely for promotions while watching contemporaries in the private sector move ahead more rapidly. Compensation must reflect the value of specialised scientific expertise. Workloads must be examined seriously. And above all, the extraordinary commitment of ISRO personnel must not be taken for granted simply because they have traditionally delivered results against formidable odds.
There is also a broader ideological question that India must confront. What kind of space programme does the country want?
If the opening of the space sector means strengthening India’s overall scientific capacity, creating new opportunities and allowing public and private institutions to complement one another, it could be a positive development. But if liberalisation gradually weakens the public institution that built India’s space programme, then the country may discover too late that it has traded long-term scientific sovereignty for short-term corporate expansion.
The private sector is naturally driven by investment, contracts and returns. A public institution such as ISRO has historically operated within a larger national vision. Its achievements have not merely belonged to shareholders or investors. They have belonged to the country.
That distinction matters.
India has every reason to encourage private innovation in space. But it should not do so by allowing the public sector to become a training ground from which the most capable scientists eventually graduate into better-paying private employment. The relationship between the two must be one of partnership, not of gradual cannibalisation.
ISRO’s success was never accidental. It was built over decades by people who chose to devote their intellectual lives to an institution that represented a national scientific dream. Many of those who leave today may do so for perfectly legitimate reasons. They have careers, families and futures to consider. It is neither realistic nor fair to expect them to sacrifice indefinitely because their work is described as a national service.
The responsibility, therefore, lies with the State.
If India wants to protect strategic scientific missions, it must first protect the people who make those missions possible. If it wants ISRO to remain among the world’s most respected space agencies, it must ensure that its scientists do not feel compelled to look elsewhere for dignity, professional growth and economic security.
The departure of more than a hundred scientists and engineers should therefore be treated not as a routine personnel matter, but as a warning.
A rocket can be rebuilt. A satellite can be redesigned. A failed mission can sometimes be attempted again.
But the accumulated experience of a scientist who has spent decades solving problems that no textbook can anticipate is far more difficult to replace.
India must therefore ask itself a simple but urgent question: Are we building a stronger space programme by opening the doors to private enterprise, or are we slowly weakening the public institution whose imagination, sacrifice and scientific brilliance made India’s journey into space possible?
The answer may determine not only the future of ISRO, but also whether India’s scientific future remains a public national achievement or gradually becomes another domain in which public investment creates the foundation and private capital harvests the rewards.
